Are earlier HIPAA compliance efforts still sufficient?

The American Recovery and Reinvestment Act of 2009 (the "Stimulus Bill" or HITECH Act) added a number of changes, clarifications, and new regulations to the HIPAA Privacy and Security Rules.

The provisions that affect most private practices (and their current compliance efforts) are:
